Depending on how much scramble strength you need, you can drop scrams in favour of either ECM, or if you don't mind the sig increase (to a whopping 90M) put a large extender II and an invul on there, for that vagabondesque shield tank.

Out of curiosity @ the OP, how do you get a 23 dmg mod on 280IIs? I have AF5/arty spec 5/surgical 5 and a 3% implant, and 3 gyro II only just gets me over 22x.
